It can be a simple as requiring you to enter your email address to sign up for a newsletter or as complex as a registration process that collects your name, mailing address, age, etc. Either way, this is personal information that can be used for a variety of purposes and you have a right to know what the owner(s) plan to do with it. Reading their Privacy Statement is the best place to start.
